The platform behind most 1:1 device programs. The concern is less any single feature than what an always-available Chromebook enables: hours of daily screen time in grades where the research favors real books, paper, and hands-on work (OECD, 2015; Delgado et al., 2018). Google collects student usage data, and in 2019 the FTC and New York fined Google and YouTube $170 million for illegally collecting data from children, the largest COPPA penalty to date.
